“A momentous day for safety”: ICC Wales celebrates the passing of Martyn’s Law and honours Figen Murray’s extraordinary campaign

There are moments in the world of events and venues that truly matter — and this is one of them. The team at ICC Wales has proudly welcomed the passing of Martyn’s Law (also known as the Protect Duty), a landmark piece of legislation designed to keep public spaces safer from terror threats — and they’re giving a heartfelt standing ovation to the woman behind it all: the remarkable Figen Murray OBE.
If you’ve followed her story, you’ll know Figen has spent the past six years campaigning with strength and grace to ensure no other family goes through what hers did. Her son, Martyn Hett, was one of the 22 innocent people tragically killed in the Manchester Arena bombing in 2017. Since then, Figen has worked tirelessly to turn unimaginable grief into powerful change.
Now, with Martyn’s Law officially signed by the King, her mission has become law — and ICC Wales couldn’t be more supportive.
“As a venue that takes security seriously — and always has — this legislation is a big, positive step forward,” said Julie Hammond, Chief Executive of ICC Wales and The Celtic Collection. “We’re proud to stand alongside Figen Murray in calling for better safety in all public venues. Her strength, her voice, and her determination have been nothing short of inspirational.”
Since early 2022, ICC Wales has been a vocal champion of Martyn’s Law, stepping up to not just support the campaign, but lead the conversation. They’ve chaired working groups, hosted safety masterclasses, and built resources to help other venues follow suit. It’s real leadership — and the industry has taken notice.
Among the accolades? ICC Wales has bagged the ICCA Best Marketing Award, the ABPCO Best Legacy Award, and their very own Sales Director Danielle Bounds took home Personality of the Year at the 2024 M&IT Awards — not to mention an Outstanding Contribution Award from ABPCO for her leadership on Martyn’s Law. Legends all round.
And they’re not just talking the talk. While venues have a two-year window to get up to speed with the new law, ICC Wales is already there — or very close. Think full CCTV coverage, bag checks, access monitoring, risk-assessed events, ACT (Action Counter Terrorism) training for all staff, and floor teams set to be fully SIA-trained by the end of 2025.
It’s a gold standard that should inspire the rest of the UK’s events and festival industry. Because whether you’re throwing a corporate conference, a sold-out gig, or even a glitter-drenched field rave, safety should never be an afterthought.
And as for festivals here in the UK? With live music back in full swing and crowds pouring into venues and outdoor spaces again, Martyn’s Law couldn’t come at a more crucial time. From muddy boots to mega arenas, we want joy — not fear — to fill the air.
